Law enforcement have back away from the Backwater Bridge on Highway 1806 near the Standing Rock Sioux Reservation in North Dakota. The bridge had been blockaded since an Oct. 27 confrontation, and is a vital artery for emergency vehicles carrying people to hospital from the Standing Rock Reservation.
